Edit ::11-25-09:: Warning one person has just sent me a PM saying this patch has killed his mouse. This is the first time anyone has notified me about hardware failing from this since I posted it (2006). Apply these patches at your own risk.

Theres a couple different ways to improve the response of the mouse:
1. You could go to your control panel, printers and other hardware and change the mouse properties. Select the "Pointer Options" and you can change the speed of your mouse movement here.
Though doing this seems to only speed up your mouse, not so much a quicker response. You'll want to remember where this is for after next step.
This works for Windows XP Home or Pro.
XP SP3 {might work for sp1/2 unsure, someone verify please?} will have to use hidusbf
This one is nice, and can differ between mouse and other inputs.
Check the filter for it to only affect the mouse.
XP SP2 or below can use Usbmrs11.exe.
After it comes up, click on "Patch" (read the disclaimer if you wish). Click no for 250, yes for either 500 or 1000. I use 500 with much success.
After using either above, restart your computer, and you should notice a large difference in the speed of your mouse. This is because it's reading the mouse more often in windows and responding quicker, and more often. More than likely it's going too fast now, go into the 1st step I listed and slow the speed down until you like it.
Last step : Go play your favorite FPS game and see if it made any difference!
I've been using this for over a year now and I've not noticed any damaged hardware, all my USB ports/hardware still work just fine.
If you wish to restore the original speed do the steps over and click no for all three rates, and yes to restore.
VISTA USERS>>>>
Use at your own risk as usual, this increases the refresh rate of USB devices for a faster response. I find that rate of 500 works very well for gaming, 1000 gives even more response but could be more dangerous to use.
1. Download VSRSWITCH
2. Unzip, run Signature Enforcement Override and choose Enable Test Mode.
3. Extract HIDUSBF, right click on HIDUSBF.inf and choose Install.
4. Run Setup.exe, check the Filter on Device box and select your desired sample rate.
5. Run Signature Enforcement Override again, choose Sign a System file and insert full path to the installed HIDUSBF.sys file (Usually C:\\Windows\\System32\\Drivers\\HIDUSBF.sys).
6. Restart computer.
7. Run dimr.exe to test polling rate.
