If my card is at 99% usage during gaming,does that mean I am not CPU bottlenecked ?

I have old core 2 duo cpu and 560 ti oc'd
I know I need to upgrade atleast to i3 2100,I know I should be seeing great benefits in gaming,however lately I started to doubt this.
Why ? For one sole reason,in 90 % of the games I play,my card is always at 99% load.
Shouldn't that mean that card is NOT waiting for cpu since its in full load.
Shouldn't that mean I am not cpu bottlenecked,regardless of the fact I have old core 2 duo e6750 ( oc'd to 3,7 ghz ) ?
I play at 1080p and always enable atleast 4xaa and full details.
I am off course not that happy with perfomance in many games,as I barely keep 30 fps,60 fps I can only dream about.
But I really doubt I would see any benefit in these games even if I buy i7.
Am I just wrong in drawing these conclusions ? Maybe 99% load is just not relevant and I would still be seeing perfomance boosts if I buy new cpu ?
There are only COUPLE of games out of hundreds that I tried which are clearly cpu bound.However I dont really play this games,I just tried them for testing. Games such as civilization V,arma 2,Bad company 2 drop usage of gpu to 30-40 % and that is when the fps is lowest.
So it's clear what is going on there
But what about another hundred games where my gpu usage is 97-99 % ???
Does cpu really only metters for a handfull of odd games,or am I just plain wrong in these conclusions and I should see perfomance boost everywhere ?
Any thoughts ?

99% usage on your GPU is what everyone is looking for !
That means your card is rendering your frames with all its power !

You would be CPU bottlenecked when you see 100% usage on your CPU and less than 99% onr your graphic card.

MSI Afterburner, EVGA Precision (?), and GPU-Z will monitor GPU usage.

For CPU usage, I'm not sure. There's Task Manager, but it's not as straightforward.

I can't belive I was right ! I have ancient cpu which is now 2 generations behind after sandy bridge was released,and it's not even quad core !
I guess games are just more gpu bound then people realize ?
I posted this because everyone IRL said that 560 would be severely bottlenecked on that old cpu and that I need to upgrade.
I guess not
As for cpu usage,its also high usually around 80-90 % on both cores,if that changes anything ?
@mdportorock you can monitor gpu usage in game with overclocking utility such as evga precision or msi afterburner.They have "on screen display". It shows gpu usage,temp,how much vram is used etc.
It can't show cpu usage though.
I just start task manager and then alt+tab out of the game to see cpu usage
