The thing they say is that the front out wire that connects the front port to the sound card isn't shielded from the possible sources of interference inside your computer, so you might pick up things like noise by using the front out.
With my computer I can plug my headphones in wherever I want, but it varies from computer to computer, so just try it out yourself. If there's no obvious noise then there is no difference.

Take a look at a couple of your sound files. Open it up in your media player so you can read the properties. You'll find that most of them are 16-bit and 44100Hz. Those are the values that you should choose.
Attached is an example of a file on my computer. It's 24-bit and 88200Hz, which is a multiple of 44100, so I would choose 24 bits and 44100Hz to listen to itEdited by cuad - 5/31/11 at 3:57pm
