SOLVED 4GHz 1.38v Manual Voltage WEIRD ASS Clocks while idle

Ive set a manual voltage of 1.38v in the BIOS and ive overclocked to 4GHz. While im not stressing the cpu it jumps to heaps of different clocks but doesnt go any lower than 1.8GHz. As its jumping around the voltage stays constant at 1.38v.

Anyone know why its doing this and how to fix it?

(note: i left everything on auto in the bios except the voltage and which i manually set)

edit. It stopped jumping around and now its staying at 1.8GHz constant with a multiplier of x 9.0 but its got a voltage of 1.38v. Is that bad for it to have such a high voltage for such a low clock?

Disable Speedstep or EIST "Enhanced Intel SpeedStep" in the bios. Also disable any C states like C1E.

Yeh i left that enabled. Ill disable it to see if it changes it.

Oh and another question lol, is it bad to overclock using a manually set constant voltage?
Will it decrease the life of my chip?

Setting a constant voltage is not bad at all as long as it is not too high. I have always overclocked this way and still do even with SB. With Sandy Bridge a lot of people are using an offset whereby the voltage lowers when the CPU is idle, but I found that can give me a BSOD at times when the computer is idle.

Im new to overclocking and all lol and thanks for helping me understand

Just thinking, if i have an overclock at 4GHz, should i try and get the voltage as low as possible while keeping it stable cause the higher the voltage the more heat right?
