Nope, kinda right.

Means that the PCB is the original design from the graphics manufacturer in this case AMD.

Means they haven't touched the board layout, voltage regulators, capacitors or memory.

Essentially they just put a sticker over the card shroud to differentiate from other makers.

A reference Card is the base design of a gpu/pcb, usually a flagship card, that AMD give out to the manufacturers to manipulate, a 'Reference Card' is one that has not been changed by the 3rd party manufacturers and has the AMD pcb.

You can tell if it's reference because they all look the same, with difference graphics/logos on the card's shell, plus it will have the AMD logo just over the PCIe pins. And they have a tiny chipset-sized HSF at the rear of the shell, as aposed to a larger in the center.
