How much do you know about the assembling part ? Pretty important...

Anyway ... Since you said "at least" 1080p at max settings, then this:

GPU: 2x GTX 560's or HD 6870's (not necessarily GTX 560 TI's)

CPU: 2500K (overclock the ****)

Motherboard: Asrock P67 Extreme4 (unless you need way faster transcode times, then go for a Z68 instead).

Case: CM 690 II (either Basic or Advanced, depends on the budget) or a NZXT Phantom. Both absolutely great cases for the money.

PSU: XFX 650W (either the PRO version or the XXX version, the XXX version is modular otherwise about the same). You only need 550W max but the XFX's are cheap and comes with 4x PCI'e connectors, which is recommended over the molex connectors.

CPU cooling: CM Hyper 212+ or Artic Cooling Freezer 13 Pro (or Noctua NH-D14 if you're into high-end).

RAM: Kingston HyperX Blu, 4GB is fine. Either 1600MHz or 1333MHz with CL9. Ram is overrated anyway.
G. Skills Ripjaws (1333MHz CL7) are great value as well. I'm not too fond of Corsair's Vengeance.

HDD: Samsung Spinpoint F3 1TB - presumably the best HDD value considered it's performance (if you really need an SSD, grab the Crucial M4 64GB or the OCZ Agility 3 60GB).

As for the DVD burner, a cheap Samsung or Lite-On is presumably fine, depending on your needs.

Now, as you can see, I didn't include pricing. Just what's out there and splendid for the money.
I have 2x GTX 460 in SLi, they can almost play everything in 1080p, while Metro 2033's MSAA pulls the FPS down to 25 and thereby makes it unplayable. Otherwise they can play everything at max settings, so 2x 560 TI's or HD 6950's shouldn't really be necessary. Depends what your standards are.
