There was only one power cable in H60. I connected that (3pin) in the CPU_Fan_1 and I see the RPM to over 4000!! There was a fan (4pin) with H60 which I replaced with a pair of Scythe in push/pull. I am not using the chasis fan.

So I still don't know how to check if the pump is working or should I return it.

Going back to TIM, I spreaded a thin layer with paper on both the cpu and heatsink before I mounted them. Was that wrong?

Your shot just shows temperature. If the rpm is showing 4000, it must not be reading it right.
