windows freezes on loading screen, i am confused

I just finished installing my new hyper 212+ cpu cooler, i am haveing this problem.

I am on my ipod typing this because windows freezes on the loading screen abd there is a fuzzy bar that appears along top of my display. Looks like that snow you get when u had not signal back in the days on your tv.

I boot again and it tells me windows is going to repair problems, after which it tells me to rebooy. Samw thing happens, windows frozen on load screan with that weird bar uptop. Wth is going on?

Unplugged my ssd and plugged it back in.

I loaded up failsafe defaults in bios, froze again. I manually restarted and same message poped up saying there is some new hardware and i can either choose to repair windows or boot normally. Normal boot it freezes, if i repair, it freezes after it reboots.

So i press the clear CMOS button on back of my case. Then i chose defaults when it prompted me to choose on post error screen. Same thing

Freezes righ at the very second windows load screen appears with that gray bar along the top of the display.

Im royally confused.

Sounds like may be over temping the CPU.
Remove and clean you cooler. Reapply paste and give it another go.

That cannot be the case because my bios says my cpu temp is 32C, which is way lower from the 55C idles on my stock cooler (which was the reason why i upgraded)

so i had no troubles with 50-55c idles, and now 32C is a problem?

Sounds like voltage issue. Check your RAM / CPU voltages. Maybe reset the CMOS and start over again.

I my first post i already said i tried setting fail safe defaults in bios, that ddn't work.

Then i cleared the CMOS by pressing the button on the back of my case, same outcome.

would popping in the windows disk and complete installing it anew fix the issue?

Did you just get the cards? Google "Fermi welcome screen freeze", pretty common issue, if that's the case here. Try taking out a card see what happens.

I probably should have read your post a bit closer. If you can get into windows repair temps are probably not the issue as the CPU is doing real work at this point. If you choose to not install new hardware and go into device manager, what device is not installed?

(My normal thinking before rereading was... You may be at 32C idle when looking at the bios. But your temps rise as windows loads and the CPU starts to do work....)

Are you ram at stock and rated speeds ? I always crash and windows loading if my RAM is not stable. Auto doesn't let me get into Windows either.

It never gets to the welcome screen, its just black screen with the word "windows" in the middle and its frozen like that with that gray bar up top. Usually when windows loads, those 4 colors swirl around and come together in the middle in a form of a window. It freezes before any of that happens

I cannot go into anything, a black screen appears with white letters saying i can only pick two things, run windows repair, or boot normally. Booting normally freezes on the load screen, and repairing supposedly repairs and then prompts me to HIT finish to reboot, and when it reboots it still freezes at the windows load screen.
