Problem with my catalyst

I have a HD 4650 on win 7.
yesterday when i opened my catalyst i cannot see any 3d settings option in it.Like it was gone.I couldn't access my 3d settings.
Take a look at the screenshot below.

I tried system restore,driver and catalyst uninstallation followed by installation of different versions but none proved to be effective.
last question.
Nowaday all game launcher comes with 2 options DX9 & DX10.
what is the difference between them.Probably DX10 should be more efficient than DX9 but when i play benchmark in most games DX9 gives more FPS like about 10 more than DX10.If DX9 gives more FPS than why is DX10 for.

Try driver sweeper and a different (older) driver version.

Hi Hardcore AMD. Yes I'd agree with trying to use a driver sweeper, this'll make sure all driver traces have been removed and there are no conflicts. Try some previous driver versions to see if you get the same issue. Did previous driver versions work before the latest you have now?
