Crossfire 6870s not running at desired overclock

So I recently overclocked my dual 6870s so I could throttle out a couple more fps in the witcher 2. When stress testing my final overclock at 930/1120 I noticed that my 2nd gpu was only running at 775/1050 while my primary one was running at my desired clocks. Testing was in fullscteen as well. After seeing this, I set it back to stock clocks and the same thing was happening. I used furmark and gpu tool to stress it and I monitored the clocks with msi afterburner and gpu z. Is this normal??

If you overclock with msi afterburner in the settings there is an option to overclock them 1 by 1 (which is sounds like you have on) or together. Check this.

Settings -> master graphics processor selection ->sync

I have the overclock to sync both cards when I overclock just one. Should I uncheck it and overclock each one seperately? Wouldn't it be better if both cards run at the same clocks?

I also am at work right now so I'll try to make sure that it is checked when I'm home. Pretty sure it is though

So i just checked msi afterburner and the sync option was checked. Last night while testing my overclock i noticed that furmark did show that my clocks for both gpus were at the requested overclock but when afterburner or gpu-z monitored them it still stated that the 2nd gpu was only running at 775/1050....

EDIT: Ok for some reason the memory clock is now running at 1120 which i have it set to. However the core clock is still running at 775 MHz which has my puzzled... shouldnt they both be running at full clocks or will one naturally run slower since i'm only using a single monitor?

sorry for the triple post but as an update i uninstalled all drivers as well as afterburner and used driver sweeper. I then reinstalled the newest hotfix for 11.5. Installed the newest CAP and booted up MSI set my overclock that i know is stable and began a stress test. Same thing happened. GPU 1 was running at 775/1120 and GPU 2 was running at 930/1120. I'm really confused now.. Is this supposed to happen?

EDIT: Problem with one card, gonna RMA with XFX for another
