Problems with an EVGA GTX 280

I recently purchased this card from an OCN member. Everything works fine when I boot my computer until I type in my password for windows.
After I hit enter I get this screen 9 times out of 10.

When I switch back to my old card (8500gt) It works fine. Is my problem definitely the card? What are some things I can try?

If you switch cards and the problem goes away, then it is almost certain that it is the new card that causes the artifacts.

That screen looks like failing VRAM to me. I am not aware of anything that you can do to fix this.

You should contact that OCN member at once about this matter.

Save any correspondence between said member and yourself for future reference/proof.
