1.5 is the max safe voltage for air cooling.

Try to get the CPU-NB at 2600 or higher.

1.55 is the max so long as your temps stay below 62c. With the NB a 965 can generally hit 2800 with 1.35 - 1.4v.

965's can hit 4 pretty easy but 3.8 is a nice starting point.

Your best option is just to stop once the temps are getting close to 60. If you get to 3.8 and in stress testing you only hit 45c - 50c then keep going

You should have no problem hitting 3.8 or 3.9 with that board and cpu. Any higher takes some finesse. Not sure if that heatsink will let you hit 4.0, but from what I've heard and read, you should be able to. Just because someone with the same components as you or even older ones hits 4.0, doesn't mean you will be able to. It's getting warmer out so your ambient temps will come into play, when trying to keep your cpu temps down. Like they mentioned above, try to get your NB as high as you can. You'll notice more from that than just your cpu. Only over-clock one thing at a time, so if you get a BSOD then you know what caused it. Sometimes it is easier to use both multiplier and FSB to get where you want to be with the cpu speed.

I can do 4ghz with 1.48v or 3.9ghz at 1.44v or 3.8ghz at 1.4v (stock volts).
Even if i take volts all the way to 1.55v i cannot get 4.1ghz stable and my temps are sub 50c.
With a ambient room temp of around 22c i get max load temps of around 45c at 4ghz and 1.48v.

I have a super cpu cooler!

I just run 3.8ghz at stock volts 24/7, if i could of got higher ghz with lower volts i'd run 4ghz 24/7 but i'm poor so i'll take less of a chance as i can't realy afford to replace hardware just incase the worst does happen.

quick update:

hwmonitor says im running 65c!!! stress test with prime95 this is stock speeds. Should I trust hwmonitor or should I be using another program? Would applying different paste (I have arctic silver 5 I can use) Change things? Right now im using coolermaster paste that came with heatsink.

Was your thermal paste preapplied to your hs? If not, is it possible you applied too much? Either it's too much paste or the heatsink needs reseated. Those temps are crazy high for stock. You can try SpeedFan and see if you get different temp results, or realtemp.

If you decide to reapply paste, I've had good luck with the rice grain sized drop in the center of the cpu. (clean both surfaces with alcohol first)
