ATI Software errors

So I dunno what happened over the last few days or what I did but all a sudden I get an MOM.exe failed to start up error and if I try to go into my catalyst software I get CLI.exe application error.

I just uninstalled my drivers and reinstalled them, still the same.

The only thing I can think of was a few days in a fit of rage to figure out how to get Terrarian to install I uninstalled all those dist. software from MS like vcred, dx and so forth. The only file I changed was mscoree.dll which was related to an update bug in .net 4.0 as it wouldn't update that particular file.

Any ideas?

Uninstall, reboot, still do not install, run driversweeper, then reinstall the newest drivers.
