Hey guys ,im looking at getting a 2 stage cascade.
Just want to know how much more would the cascade help me as to using my phase change,phase change does -30 at load and i can bench 5.8 ghz on my 990x.The cascade does -100 at load,

It's very hard to predict, I've seen chips do less at -100C than at -30C, and I've seen tremendous chips do 30-50% more. It's more of a "try and see" approach.

If you're benching 5.8GHz on your 990X at -30°C you have the goldenest of golden benching chips. I've not seen anyone bench above ~5.5GHz for really low load stuff like 1M.

Most i7 32nm chips increase quite a bit with colder temperatures until they hit their cold bug. Basically, I'd say try the chip on LN2 to see how it performs around -80°C to -110°C to get an idea of how it would do on a cascade.

Hey guys thanks for the replys,
I went to look at kayls cascade yesterday that he built for himself a little while back ,and really liked it so decided to buy it off him.Seeing the cascade in person shows you just how much work really goes into these things.
