System getting sluggish at less than 50% physical memory usage?

I have a p4 2.8ghz computer I use that has 1gb of ddr-200mhz ram installed in dual channel mode. The weird thing is though, that it gets extremely sluggish when task manager only reports around 450 mb of ram usage. Any ideas on how to fix this, because web browsing quickly racks up ram. Shouldn't I not experience any slowdown with all of the free ram?

Your processor man, It's getting a bit hot - It's just starting to Die, so It's time for an Upgrade, and Build it Yourself. I Honestly Recommend a Athlon X2 Black Edition, 4GB's Of RAM, And a GTS 450 1GB Video Card.

Yes it is, but I'm saving up for a bulldozer build next year. This year, I'm getting the case, psu, and hsf (haf-x, corsair tx950w, and 212+ respectively). I'm getting the cpu, mobo, and ram next year. Until then, I have to make do with this. I have it pretty optimized, faster than my brother's core 2 duo vista laptop, with all of it's bloatware.

Yeah, Laptops + Vista + Intel C2D = Horrible outcome. My Core 2 Duo Desktop (Shown Below) Runs really great, with the exception of BFBC2, Which I have to Upgrade to something Like a GTS 450 1GB, Or a GTX 275, 280, 295, Or a GTX 550Ti 1GB.

Check eBay or CL for another 512MB or 1GB DDR. It should be only a few dollars but will make world of difference even on XP.

I agree with DuckieHo, adding more RAM (I'd recommend to have at least 2 GB total) would do a world of difference, and it's a great way to extend an old computer's life.

My ol' P4 Northwood @ 3 GHz+HT worked wonders for 7 years until the mobo died for it. It'd still use it, but i prefer to have physical cores now, even tho it performed, for it's time, like a champ.

That old 5400RPM drive is to blame. My netbook which is less powerful than that P4 runs Windows 7 with 1GB of RAM and it isn't sluggish.

It doesn't start out sluggish, though. It only gets sluggish when it nears 500mb ram usage. I know the ram usage is the problem, because as soon as I restart firefox, and my ram usage drops to 350mb, it gets fast again. I still don't get why though. It's only using half the available ram.
