I7 2600k.Question about Speedstep and Turbo, cpu acting odd?

Hey guys, I tried to do alittle overlocking and decided for the time being I would leave my cpu at its normal speed for now until I get to know alittle more about overclocking.

I have a question though about speedstep and turbo mode as I've been monitoring my core speeds in cpu-z lately. Prior to my overclocking endeavor when I ran prime-95 it seemed that my processor would only go to its speedstep speed of 3400mhz. Turbo mode never seemed to enable. However after I tried overclocking and going back to default settings in the bios, whenever there is even a hint of load (including prime now) the processor goes up to its turbo speed and seems to ignore the speedstep clock of 3400mhz. Now Im not complaining, Id rather have it this way anyway. However, is this normal for it to just skip the 3400mhz and go right to 3800mhz even when opening something as simple as google? (Granted when I open google it only ramps up to 3800 for like a split second then goes back down to the idle of 1600mhz).

Alittle side note, everything on the bios is set to default with the exception of my memory timings which I set to 1.5 volts 9-9-9-24-2t as per the lable on the ram. I've also changed C1E,C3 and C6 from auto to enabled. I dont know if that would have anything to do with it. Anyway, thanks in advance.

and it only goes to 3.8ghz when its under load so lets say u run a game it'll run at 3.8ghz but as soon as you stop playing the game it'll drop down to 1.6ghz.its a power saving thing from intel you dont really need it.

Yea, I know it clocks down to 1600mhz while idle, and as mentioned in my post I've enabled those settings you talked about as i'd like to keep them on. My main question is mostly why does my processor skip the 3400mhz setting under light loads and go right to 3800mhz. It's not that big of a deal, im just curious.
