HDD lagging out my computer?

Hi, I've been having problems with my computer having lag spikes and I think my HDD is what's causing it.

The problem happens when I do seemingly anything on the computer. When I load email, open a web page, open or close a program, etc. The lag is fairly severe. A lot of the activities that cause it to lag don't seem like they would have much/anything to do with the HDD. What does loading email or a new tab in my browser have to do with the HDD?

Also, while gaming, there will be times at random where I hear the HDD start making noise, and the computer will freeze and become very choppy for a few seconds until the HDD settles down. Is this normal? I don't remember the hard drive being such a performance detriment on my older computers. And if it's not, is there a way to fix it?

The HDD is a WD Caviar Black 1TB

Is windows shutting the drive off to save power too early? I get lag after I finish a race in DiRT, the hdd is sleeping by the time I reach the finish line so it lags as the hdd boots up to drop my scores onto my save file.

Other than that your drive is going bad, pretty sure about that.
