Doesn't surprise me. Think about the large majority of hackers. Most are just little boys behind a monitor and when the FBI comes a knocking, they cry and the FBI gives them a deal. Most things dealing with cracking/hacking or of the sort, carry high fines and lots of jail time, but they arent violent crimes, so it's not hard to believe the FBI does this.

Such people should not be classified as hackers in the same context as those who breach FBI networks.

I would like to think that anyone intelligent enough to venture into serious hacking would shield their identity even from their cohorts. Especially if they happen to be little kids with scripts.

Highly doubtful the FBI would try to get access to proxy servers through legal means. If anything else they could have the NSA break in and track down whoever they want without the need.

This isn't 1999. Technology has advanced far enough that NOT getting caught is extremely hard these days. If the crime is serious enough, I can guarentee the Feds would be kicking doors in with little time passed between the crime and the actual arrest.
