We can't expect to understand what is going on just yet with any certainty. We'll know soon enough though.

Edit: As for the Multi and Speed discrepancies across some of cores. It may be changing the Multi for each core in smaller increments than just .5x if it needs and the software just rounds it off. Possibly each core gets its own FSB fluctuations that we see across all cores in today's CPU's, but now it can fluctuate per core. Not sure if that is even possible, just throwing out some guesses.
I was thinking along the same lines since we do not know enough about how this things runs. We will see!
