Can't Install Windows

I haven't posted anything in awhile but I remember this was a good community that would probably have an answer.

This is pissing me off because I've done this a million times before but I don't know why it's not working this time. I have a windows 7 iso and I've tried every concievable way to get it to install on my desktop but NOTHING is working. I've tried copying the contents of the ISO onto a FAT32 formatted 4gb disk and also a NTFS formatted 4gb disk. Neither worked and both reported a "disk read error" when I tried to boot from it. I tried burning it straight to a DVD and it would boot correctly on a different system but when I tried the DVD in mine, it would just sit there for awhile with the cursor blinking like it was loading and then after like 3 minutes, it would just say that it couldn't boot. I've tried switching my DVD's position between slave and master on the IDE, I've tried moving the jumper between slave and master. NOTHING IS WORKING.

I then moved on to try and do it with my vista iso and i've done all the same things but none of them have worked. Right now I'm trying with the official windows USB creator tool so we'll see how that goes.

It just seems odd to me that the DVD would work on other computers but not mine. I'm using PowerISO for all of my burns and stuff. Also, an old XP media center edition install DVD I had would boot up fine which is also kinda odd but that means that it's the DVD's problem and not the DVD reader. I've also been able to boot from USB when doing a linux install. What is up???
