It also depends on the wire size used. Electrical codes require a certain gauge of wire for the corresponding amperage that the wire will carry. I too pop our 15A breaker when running the vaccuum while all our computers/TV are on, but I would have to replace the wiring in my home as it's all 14 gauge, and code calls for 12 minimum.
(smaller number = bigger size of wire.)
Having an electrician create a a new 240v circuit just
for your pc could work, but it would also depend on how your panel is set up. (It would also probably be cheaper than having to yank out all the old molex first to put in the new, larger conductor wire if you wanted to upgrade to 30A service in that room.)
