So that's the catch. In my case then, I cant use C&Q cos my CPU V is slightly raised to get stability.
No. I'm currently running 3.85ghz at 1.352v, stock voltage was 1.275v. It works even if I set it to 1.4v or more. Or undervolt it, CnQ still works at 1.125v.

on my brother's computer the C&Q/C1E are working flawlessly. settings are: cpu 3335mhz, FSB 230mhz, HT 2070, NB 2300mhz. I had to change V to manual and add one step to RAM V and NB.
the only thing that is not throttling down is the FSB/RAM. I don't know why or is it even supposed to.

On my computer C&Q/C1E are not working, I don't understand why. I enabled all the options in BIOS (at least the ones I know off).

Don't no if you are aware of the "PhenomMrsTweaker" software or not. I've just recently manage to stabilize my Phenom II x4 955 at 4Ghz at 1.47v using the x20 Multiplier. Naturally the BIOS automatically disables C&Q/C1E. So gone ahead and disable them manually as well. And now using the "PhenomMrsTweaker 2.0.4 x86" for Custom C&Q and it is working like a charm. In fact I found "PhenomMrsTweaker" is much better then the BIOS C&Q as I can Customize it to my likings.

If you chose to go PhenomMrsTweaker, read the "PhenomMsrTweaker Guide: Custom Cool 'N Quiet for Overclocks!" guide by richierich1212. This guide is quite helpful.
