I'm sorry but what do you want us to do? Seriously?
PC gamers that actually care about a port or multi-platform game which concentrates on the console players, are the minority.
When a group of complaining customers make up about 1% of the total profits, the developers really don't give a crap, plain and simple.
So to answer your question about what you should do: You should either, 1.) Get over it, and play any game you can still enjoy, or 2.) Quit purchasing PC games if you don't enjoy them.
I don't expect you to be happy about it, none of us enjoy seeing PC games not be bleeding-edge anymore. But you really don't have much of a choice.

That's great, but get this, DX11 Capable doesn't equal good performance. Also, and this is the most important part, multi-platform games are developed for significantly less money when all three platforms support the same shader models, and they do, they all support Shader Model 3.0 (DX9 on PC). This is why DX9 is still the choice of developers. If they want to support DX11 they still have to do full support for DX9, so supporting DX11 is a waste of money that only a small percentage of customers will be able to use and actually notice a difference from DX9.
30% of Windows OSes are DX11 capable, a subset of computers running that OS even have a DX11 card, a subset of those computers have a DX11 card that can run games at a decent framerate, and a very small subset of all of those cases have consumers that would even notice or care about the difference between DX9 and DX11.
So here's what the development studio is faced with:
"Hey, should we spend an extra $300,000 on supporting DX11 and actually make the game run it differently than DX9? 1% of our customers will actually care. And it won't actually improve profits in a noticeable way."
