Instituional Firewall

I will be attending a school were it says that VPN (inbound only) will be blocked. Can i automatically assume that any attempt to set up a vpn or way around the firewall will be blocked ? or will a site like fixmylag.com which provides a private vpn not work ? if it is blocked, any good ways around ? I mean they cannot block all the ports that a vpn could use correct ?
