I think it's all smoke, until tangible things are produced. The author agrees, but cites "passive radar detection development", passive radar detection has been used since World War II, when it was used by the Germans to detect Allied aircraft and ships, and the US used it in the DEW line, and Lockheed Martin deployed a system called "Silent Sentry" to take advantage of passive EM signals as pseudo-radar detection.

Those countries have also touted for years how low-frequency radar is some magic bullet against stealth technology - But good luck trying to continuously track any stealth airraft using such.

Just because a technology has the ability to see "stealth" - And that's the key thing here, the "line" they're setting is that the aircraft will show up at all - that doesn't infer a missile lock, a proper heading, or even an identification of what the aircraft is.

Just because you see a blip on the radar doesn't mean you've broken stealth. Typically, when fighting the U.S., it means you should hide under your desk and make amends with whatever God you believe in.

Edit: Despite my doubts about this moving-target propaganda, I see this being a very significant change in what countries are able to fight wars. By ensuring that any stealth technology short of cutting-edge can be seen (should this manifest into an actual, usable tech) than many military hardware markets will be going obsolete unless they jump the stealth train and fast.
