well if you have a burner you could make a bootable cd or dvd with the ISO files.
When I was putting new RAM in my p8p67 PRO I couldnt get it to post a few times. Turned out the RAM wasnt even all the way in, lol. I had thought I shoved it in real tight but apparently it needed to be tighter. What I did was insert one side of the RAM in as hard as I could and repeat with the other end till it snapped in nice and firm. Then gave it another press for good measure. I was installing some G Skill Ripjaw X's.

By the way what exact RAM kit do you have? Also what settings does your MOBO set the RAM to at default?

If you cant get the boot disk started you can test other parts. I'd assume it isn't the PSU as the symptoms aren't really showing. Try swapping GPUs to your 9800 to test that out.

I don't know if you've stated you had tried this already but to test the SSD just don't use it, use an HDD instead.

If you tried the GPU, SSD, and HDD and the problem persists, it's gotta be RAM, CPU, or MOBO. Could be PSU but I doubt that.

Oh by the way, this probably is a stupid idea but is your dual channel RAM kit plugged into the right RAM slots? I had a little confusion setting up my dual channel kit in the p8p67. If I remember you've gotta stick the RAM in the corresponding colored slots for dual channel to work. Are you detecting all 8GB?

Oh and also, there are issues with the Marvell 6GB/s sata ports (the blue ones) on all the p8p67s. People booting off those get massive 15+ min hang at boots. I would plug your SSD in the gray intel 6gb/s sata port only and even go as far to disable the marvell controller in your BIOS.
