Graphic issues lagging/buzzing please help!?

I built my own computer about 8 month ago and iv been having constant graphics issues. When im playing a game it randomly starts buzzing and starts lagging very bad like 1 FPS. This also can sometimes only occur when i interact with the game - e.g when move mouse or keyboard, starts buzzing and lagging then stops suddenly as shown in video below. Iv sent my whole system back to the company i bought all my parts from but they could not find any issue :/

My system is running ATI Radeon 5770, phenom II c955, 4GB RAM and 850PSU.

Any suggestions please let me know. I believe it maybe a software issue but who knows

i have updated the drivers many times and used Driver Sweeper.

It could be that the card is taking a poop. We have the same rig in the vid and cpu area and I've never had a problem with my 5770. You should contact XFX and see what they can do for you. RMA process is pretty solid as well.

Either the 5770 is bad or the PSU isn't working properly. The PSU brand isn't particularly high quality and may be one of the issues.

Videocard may not be getting enough charge from the psu.

Are HDD's and DVD drives running on the same 12v rail as the graphics card? I do have 2 HDD's and DVDRW running....could this be causing the issue?
