gtx 460se bottleneck?

Hey i recently bought a gtx 460se 1gb ddr5 and i thought i was going to get high performance with this card on games like black ops and halo but i was disapointed. In black ops i was only getting around 30-70 frames on 1024x768 resolution and in halo only 70-200. Before this new card i used to have a 9800gt 512mb ddr3 and it was outperforming this gtx460. Im guessing its getting a huge bottleneck and idk what it is. My psu is a Rosewill 430 watt green series with 33 amps on 12v rail and i read the gtx 460 only needs around 30. My processor is a intel celeron 2.4ghz dualcore and i have 2gb ddr2 ram. I have 140 dollars to spend, what do you guys think i should do?

It's not the GPU. What motherboard do you have. A 775 board should have plenty of better CPU options for less than 140$.

tbh i dont know the exact motherboard but its the dell inspiron 530s motherboard... i upgraded just about everything in this computer except for the ram

you certainly didn't upgrade your cpu it's awfull...for 99$ you can buy much better cpu (3,3 ghz dual core and yours is only 2,4 + this one has more cache (2mb vs 1mb celeron) :

Those are all great, and I was going to recommend something like that but if he doesn't know what mobo he has he can't know if it's compatible.

you will always bottleneck this card with whatever cpu your going to buy. Unless e8xx series or q8xxx and q9xxx series cpus.

It's your CPU & you need atleast 450w of power to run the card properly

I am sorry to say you made a bad decision,as celeron cpu's suck.
Just buy even the cheapest I listed and it would perform much better ( and give you more fps in games )
