Program that "see/restore" "reformatted" Hard Drives

Guys, back in the Philippines, there was a seminar for PCs in our area..

The guy demonstrated and sold CDs that had bunch of programs in it.

One was a program that can see/restore deleted or reformatted data/stuff on that drive.

Basically what the program seems to do is that it can recover or access data depending on the time and date set for the program to look at.

You can keep deleting and reformatting stuff BUT this program can still access it.

Anyone heard of this before?

We have a drive here that has important stuff.. but one of the owners decided to probably reformat it.

Now, I plugged it on my sig rig (the "broken" HDD) but when I access it says:

"You need to format the disk in drive F: before you can use it"
