ACTS 840 can fit a RX360 on top and RS240 on the HDD bay without any mods. However, I am not sure if they make one with black interior. But I suppose it is much easier to paint the interior black than to cut up a case.

There are probably a few places that will ship world wide, though something that big could get pricey. Maybe look at a mountain mods case? Like a pinnacle 18 or 24. They're made of aluminum and they ship them flat, so it shouldn't be that pricey.

I did see a 240 rad mounted their on google images. And I also saw another with a 240 rad mounted on the top. So If you really wanted to, you could mount:
2x 360 rads under the optical
1x 240 rad at the front
1x 240 rad on top
