Thinking of taking the dip

Please suggest cases / parts or complete builds.
Phase change sounds nice but pricey.

Budget may vary from 200~500 or more

I would like to have this portable also.
Cooling Q6600 GTX 560 Ti 2gb and KFA2 8800GT
need room for 6 sata and 5+ 5 1/4 occupied.

This should give me enough room for an upgrade down the road.

Most people here use Corsair 800D to watercool because it is possible to fit 2 480 rads in there (with some slight modding). The Rasa kit is a good start to WC because it is cheaper than going full custom, but most people buy better tubing and fans to replace the ones in the Rasa kit.
