Sandy bridge supports dual channel ram,so get 2x 4gb= 8gb ram.
For the gpu part I suggest you to go with hd6970.
For the psu get tx850 v2(made by seasonic) insted of tx850(made by CWT).
I suggest you to change that mobo to a gigabyte z68x ud7/ud5.
For the cpu cooler grab a thermalright silver arrow/noctura nh d14.

For the ssd grab a ocz vertex3/corsair force series3.
Hope you like my suggestion.

For the GPU, the GTX 570 is a few % faster than the 6970 in most games but you should go for a non-reference board (hint: TF3 from MSI) cause the regular VRMs are crap and might burn if you overclock... (the TF3 has better VRMs).

He can also do like this:
grab a cheaper but good mobo like gigabyte z68x ud3p/ud3h/ud4 & buy 2x hd6950/2x gtx560ti.
It'll be a much much better idea as he'll have an overall much powerful setup for the same price.

You don't pay much extra money for z68,
both z68 & p67 mobos cost almost same(about $10 difference) so z68 does worth extra $10.
