When do you get your new thermal paste, I would recommend researching the best methods before you apply. Find whatever works best for your setup (different HSFs/mounting systems can create different patterns. Or you could spread it on thin with your finger (in a rubber glove if you have one).

Depending on the type of surface you are applying it to, different levels of viscosity are recommended. Higher viscosity is better for surfaces with more grooves, low viscosity is better for very flat surfaces (lapped CPU/HSF).

And yeah I can't seem to crank it up more than that. I increased frequency by 2 more and computer crashes on prime95.

One more question.

1. I was able to keep it stable at 3.6GHz without the 4th core.
2. With 4 cores, I can keep it at 3.525GHz, however, the CPU uses ~40 more Watts.

I don't do much intense stuff and my starcraft II runs about the same with the two different settings. Will the first set up helps me save some energy?

My CPU socket is 35C and CPU cores are 25C each. I hope this is okay idle temperature. I have applied the new thermal grease.

I recommend you use the second setup.4 core together works better than 3.There is a lot of games that enjoy a quad like:Crysis II-GTA IV-BFBC2-and...
