your CPU PPD seems very low - my E4300 @ 2.4GHz can get pretty much 1k PPD when it's driving 2 GTS 450s at the same time (it does ~2k on its own).
Now ATI cards do require a good bit more CPU time than their NVidia counterparts, but your quad at that clockspeed should easily be able to outshine my poor aging dualie even with the added load from the 6850. Maybe try running -smp 3 on the CPU and leaving a core free for the GPU?
What version of the client are you running? Your PPD for a 6850 also seems low to me (but then I don't no nothing about ATI PPD TBH). I would have expected more than 3k though from a card that powerful - that's barely more than a GT 220 can get...
