i have 2 400 w psu s one is for hdds and dvd drives and fans the other is for mainboard only is this safe

Why are you using two Powersupplies, your rig can be powered by just one good 400w. You can potentially damage your rig if you don't know what you're doing. Cross-loading and low +12v loads can cause the PSU to go out of spec, performance wise.

i know what am doing i have used this before but its the first time i have put the mainboard and boot disk in different psus

GameBoy just told you why it's not a good idea to use two PSUs. I don't recommend that you do unless you have the tools to test your PSU and make sure it doesn't have any issues with cross-loading.
