Looking to upgrade some parts need help

Im looking to upgrade my Rig and Im contemplating which part I should replace/buy first considering Im not really happy how its handling the newer games being released (Black Ops was running horribly and Witcher 2 was stuttering in medium settings )

Current>Planned
Athlon X2 240 OC 3.2 ghz > Phenom II X4 945

or

Sparkle 9600gt 1gb > Need help on this one prefer mid to low-high end card

or

Get extra ram (from 2gb to 4gb)

Running on windows XP professional.

If you are looking for game performance, go the GPU route. It will likely make the biggest difference. Processor next.

What kind of money are you looking to spend? What resolution do you play at? Honestly, if you get a good GPU, your Athlon is going to bottleneck it and if you get the Phenom, your 9600GT is still going to limit your performance. I'd guess you are really going to need to upgrade both to get noticeable performance gains.

If I had to choose, I'd say go with something like a 6870 or 6950 first. Even bottlenecked, it should improve your performance from what it is now....

Yep Im more on gaming stuff. Not really following the current lines in the GPU market. What would you suggest?

I really dont know how to determine what bottlenecks my rig the most, is it the CPU or GPU?

EDIT:
Budget $100-150 worth of upgrades so I should make it count.

Mostly playing on 1024x768 with my old trusty CRT monitor

You can easily get a 6770 for that:

Get a X4 955 BE, HD 6850/GTX460, more 2GB RAM, and a good PSU if you don't have one.

Wait till bulldozer comes out, ALOT of people will be throwing away their phenoms, and you should be able to get one for cheap.
