I don't want to spend above $100, so I think the XFX will be fine for my needs.

How is the Corsair tx650v2 when it comes to cable management?

I'm getting a Storm scout case. Do you think it will be an issue?

650W should be perfect for Crossfire
As for which PSU is best, it's more your decision for how much you are willing to spend for it. Go for Corsair or Antec if you have the money imo.

Remember that if the PSU dies, it could affect your other parts as well, so you want a quality PSU if this is for a "serious" computer.

Take a look at Antec EarthWatts 650W, it doesn't seem to expensive and it's from a quality PSU brand.

Obviously the TX650V2 is not modular, so far as cable management goes, it's as good as you are at tucking the unused cables somewhere neatly away from your airflow.
My big gripe with the TX650V2 (although it's not a big thing in the grand scheme of things) is that it only has two PCIe connectors. That's ridiculous for a PSU that can easily power a lot of dual GPU setups. That decision is even more ridiculous in light of the fact that the XFX Core Edition 650W, which is identical under the hood, does have 4 PCIe connectors.
Anyway, the modular XFX XXX 650W will be perfect for your system/plans.
Also glad you did your research and moved away from your plan of getting an i7 980X.
