Use any common thermometer to get an accurate reading . The fan rpm is up there okay , your room temp is 92 F which is on the warm side by about 12c , where do you live Hardcore ? Lowering your room temp would make a big difference for you , AC maybe if you can ?

case temp is 39C

and sorry room temp is 29C.
I cleaned up my heatsink and temp dropped 3C-4C.
i am using a room cooler.
fan speed idle 3100rpm

Ambients too high.
Who fitted the HS? You? Reseat it with good TIM,there are many guides for this.
If you can be bothered,cut a hole above your PSU then turn it upside down so fan/grill is facing up.
More case fans too. And sort out your cabling as it blocks airflow

Your stock cooler looks different to mine?
mines this http://tiny.cc/gbvqx
and it never spins above 1900rpm and its quieter than my 6950.
But than again my cpu doesn't go above 44c during games

What I would do right now is go about all the basic cooling management techniques the guys have given you here to use with the case you have now . If you can lower your rooms ambient temp a little that would be great to . My suggestion on top of this is to invest in a small about of money and purchase one of the top reasonable priced cpu heatsink coolers and also some good grease like MX2 or something similar . When you apply your grease use a small BB like amount on the middle of you cpu IHS ( cpu integrated heat shield ) and mount your cpu hs evenly and lock it down . You'll know you applied the right amount of grease when you remove the hs and you see a round circle on your cpu IHS the size of a Quarter . Post back with your new temps , take your time and have fun .

Good Idea but it needs airflow which his case isnt delivering. Better results would gained with cool air on the stock hsf,with the plus side of cooling VRM's etc. Hot case plus tower HS=Cooked board
