Looks good, I thought there might be a conflict with an uninstalled driver causing your problem, but it's not. (Windows is weird that way.) Power supply judgment aside, the only thing left would be that your games probably store a config.ini file that you'll need to wipe clean. I know World of Warcraft and a few other games store your hardware profile and optimize for that system.

When I went from an FX-60 to an i5-750, my games ran like total crap. I had to find the config file found in the games folder, and delete it. It does reset all your preferences within the game such as resolution, etc - but it should properly adjust the game parameters to your current hardware. I would give that a shot!

(FYI: You don't really add up your rails like that, if you did, you would have an 864W PSU based on the 12v rail alone.)

Edit: When deleting your config files, I would just rename the extension to something like config.bak. This keeps the file safe and sound in case you want to revert to the original file version. You would just change the file name back to config.ini. (CYA my mamma always says!)

Clearing config files is about as much use as a chocolate fire guard. I've switched graphics cards all the time and never had to mess around with config files on games. Just make sure you use driver sweeper before each installation.

Oh, and change that darn PSU!

While I agree that he should swap out that PSU, you are certainly mistaken about config files. He didn't just change graphics cards, but an entire system. He went from an AMD setup to an Intel one. Would you like your fireguard in milk chocolate or dark?

(I know deleting config files works as I've done it myself.)

Disabled Aero Evanescence. I=Do not like Aero and it uses it up system resources.

Anyways no effect in deleting the Config files. I have a question about the PSU though. Why does it power (if it indeed is as bad as you claim) things fine and then all of a sudden just not? Oh and I've had the PSU for a year.

I'm sure your system won't be hampered by Aero. Maybe on an older or slower PC it might make a difference.

Plus Aero automatically disables when entering a fullscreen 3D game.

Your psu has enough juice for that system ( according to spec it has 54a on 12v rails,not 72a as you thought )
54a is still enough,however since it's crappy brand,it might be not functioning correctly ( or they may just flat out lied about 54a )

Do 2 things and i promise it will solve your issue.
1. Return that PSU and get a different one.

2. ***Reseat the CPU... i know its a lot of work but take it out make sure all looks well with the thermal paste, reapply and put that sucker back in double checking all the connections on the fan, etc. With your specs you should be getting good FPS at that resolution ,its not even that high. My ****ty 2nd computer with phentom II x2 and Radeon 5570 gets way better FPS than that on max res with a 25inch screen.

It is def a cpu throttling issue due to heat or a PSU issue not sending steady power to either the psu or the video card.

Yeah as I said, the CPU doesn't get hot enough to throttle. From my research that requires the Intel Core i7 to get to 100C (which is also considered the critical Temperature since Intel doesn't have a spec for that) and when gaming my CPU never gets over 65C.

Also I doubt it's CPU related since my Vantage CPU score is 18800, which is normal. It's one of two things, the PSU is dying (which Is what I'll replace first) or the ATI 5850 is dying which the second one I hope is not the case.
