I am planning to unlock the CPU to a quad core, is it likely I will succeed? Also what should temperatures be for a chip like this?

Well, I'm not sure if you will succeed. A lot of people got lucky, but most of them had bad luck. That's all I know though, I'm really not an CPU unlocker pro.
The temperatures can get quite high when successfully unlocked and so I would recommend getting an aftermarket CPU Cooler.

The $10 doesn't seem worth it to me, I'm going as low budget as possible, with the heatsink I listed above, total comes out to $260.

the cpu is fine for that board, but i don't recommend unlocking it. i reason i say this is, theres no extra heatsinks on the board and it also only supports 95w or lower cpu's. you might want to look at a better board or go with a quad from the start. when unlocking, it usually means more wattage has to be added to get stable.

I think you're right, I'll throw this in for the mobo combo instead, it's only 8$ more:

Just get a Hyper 212+... You will not regret it. It dropped my load temps by 15 degrees coming from a stock AMD heatsink and stock TIM (I used AS5 on my Hyper 212+).
