It is perfectly normal for the Vcore to fluctuate a little bit with different levels of load and idle. As you can see from your last post, it fluctuates less when higher LLC. Lesser LLC and you will get a high idle Vcore and it will drop very low when load.

Higher LLC stabilize the Vcore between Load and Idle.

It's fluctuate because teh offset is less. So i raise the offset or the LLC?

It will fluctuate no matter what you do. Higher LLC gives lesser fluctuation between Idle/Ligh load/load.

Find your lowest stable Vcore for the speed you want. Isn't that the point? I recommend using Ultra high LLC and lower Offset as much as you can, for as low as possible Vcore for the speed goal you want to achieve.

Interesting: Activating Only C3(C1E and C3), with 0.080 and no LLC i have no peaks when loading windows. Is the same as full load.
I will Continue testing.

Actually. I followed your advice. Low the offset and raise the LLC. No more peaks. I will continue testing.

Testing 4.7 with 0.010 with Ultra High(~1.368),I can't go lower with Ultra high.
I will report back. What is more important? Wattage or Voltage?
EDIT:

I should add: That for every day usage is fine. Because middle use is over-voltaged. With a 0.015 with LLC at Medium. At 100% usage it never surpase 1.312 but at medium load reach 1.352.

This is something that offset users want to take notice.

im very stable with .25 Offset at 4700 with HT on, LLC to Ultra High, no need to go to extreme it only gives you more heat.

But it takes around .60 to .70 for me to go up to 4800.

Problem are not the voltages on 100% load. is in Average load. It's spike too much. In 100% load i barely reach 1.344 but on medium load(playing GTA IV) Has sostained peaks of 1.368.
What i'm saying is watch out.
