Unplug your Router and Modem for 1 minute
Plug in the power cord for your Router and Modem.

See if that works, if not, like the other said, call your ISP.

I'll try resetting again like you said.

The issue is a new ISP. I moved into a new rental house this summer and the new ISP (Charter) is what I am using and seeing the problems with. It's a little odd to call the company because I'm not the person the account name is under, but it seems like I need to escalate it to the ISP since modem reboots are not helping my latency.

Also, I updated the firmware on the router to the latest firmware and still am seeing the problems.

I think it probably isn't the router because I do see the same latency problems when plugging directly into the modem.

Right. I was using a trace route in command prompt to test my latency. I assume this would be a valid test, would it not?

Do a trace route. Where the first packet loss is your problem.

Check you MTU value as well

Problem solved. I changed DNS to Open DNS and it is working perfectly now. Charter must have been having DNS issues or something.
