That's because an i7 is more powerful than an Athlon, that doesn't mean you have a GPU bottleneck. A GPU bottleneck would be if the OP disabled one of his cards and noticed the same/similar performance.

An i5 and a GTX 470 110-120 FPS... I call bs unless your running that at extremely low resolution.

Well since I OC'ed the cpu what is a safe voltage for my cards?

The PH II OC will help a little, but unless you are planing to play other games then a GPU overvolt will not help.

You will benefit from serious GPU overclocking if you are at 99% usage on each card and are looking for more performance. Even at 3.8GHz I would be very surprised if you see 99% GPU usage in GTA4 and thus you are better off not going crazy with the GPU OC. It will just bring you more heat.

Nvidia cards suffer more of a performance penalty in CPU bottlenecked situations compared to AMD cards.

Ok. The bottle line is that Phenom II X4 955 BE 3.2ghz will not bottleneck those cards. 5770 CF is a little weaker then a 5870. The only it can if the game is CPU intensive.
Hell my 5970 2gb doesn't bottleneck on most of my games I play.

EDIT
I had 5770 CF on a 965 (3.9ghz) then when to a 5870 and had about the same FPS.

I have absolutely no bottleneck with my cards. I don't think they are powerful enough.

I don't play GTA4, but I do play BC2, MW2, Metro 2033, All Stalker Games, L4D2, BF2, Dead Space 2, Dirt 2...ect. All at 1920x1200 and maxed out (Other than 2033). Both GPUs hit in the 90% range, most of the time near 99%. The Scaling isn't 100% perfect, but I have never seen anything below 90% unless the game absolutely doesn't support crossfire.

Hah, Just noticed Dixson lives in Tulsa. I'm in Stillwater.

GTA4 is known as CPU intensive, poorly optimized game hence the reason why the OP is having trouble.
