Graphic card crashes before boot

Hello everyone in overclock.net, sometime ago I brought an Radeon HD5850 Black edition.
At the time the Graphic card was really amazing and allowed me to having everything work smoothly, but then the fan started to do strange noises so I had to switch it out for an Artic Accelero S1 Rev2 (with some modding), it was rather good, never hit beyond 60°C on furmark.
But now yesterday everything went downhill first was when I were to try Civilization V on maximum, first it was no problem but then after sometime the screen went into a greenish (depends on what it was lastly on the screen) linear screen, somewhat to this:


So I went and took out the card to see if there were any causes of this, changed the dried out Cooler paste to the one I had around, also tried to have with me the standard "chipset" cooler with me, I got from the card
(was foolish before and though that the Artic's chipset coolers were any good, but they just fell off all the time so I went without any chipset cooler), didn't do any good heck even worse to be told, since before I could do basic things on the computer, now I couldn't even boot before it either crashes or wont go any further.

Hi naplam. Things don't look good for the graphics card but try it in another PC to see if you have the same problem. That'll confirm it as faulty probably.

You need to get the heatsinks on the ram and vrm modules. Do you still have the stock cooler? Try that one. Hopefully you didn't burn out the vrms.

Well I haven't tried it on another PC yet, but yes I did try the Stock Cooler but then it wouldn't still start.
