W.T.F? power saver downclocks a CPU? You should also check the BIOS settings and make sure Cool N Quiet is disabled.

I guess powersaver turns on cool n quite and high performance shuts it off. How would I go about shutting off cool n quite in my bios?

Your bios should have a Cool N Quiet feature (it might be called something different). Just simply disable that feature.

soo this is a laptop?..well that explains the power saving mode that is like cool n' quite but more wider range my moms laptop has it and i put it to high performance so she never downclocks now it's all right there when the power is needed :3...

No its a PC.

and I disabled Cool n Quite in my bios. went from 3200mhz to 3224mhz. Tiny performance boost
