You can't go sub ambient with air cooling or water cooling unless you are using a chiller. You should check your CPU temp instead of your core temp.

Yup, no way your chip is 4* C below ambient temps on an air cooler. That being said idle temps are irrelevant, the sensor is more accurate the hotter it gets. Your loaded temps sound great however, now overclock it.
