have you tried cutting of the power completely, like the monitor and PC.
if you have a spare graphics card you could try if it works then.

How about using a spare (older) PCI-E graphics card just to see if it's the 6950?

Did you try clearing CMOS? Every problem I come across where there is no video (especially for new builds) is to wipe CMOS... If that does not work, I would remove everything from the case and assemble on a non-conductive surface (to eliminate shorting) with minimum components... I.E. CPU, Mobo, 1 stick of RAM, PSU (and CPU cooler obviously).
