It depends on how much you care about details. Lacking PhysX wont hurt your gameplay experience, but it'll make the game look prettier (ex. falling debris, broken glass, all that stuff will look more realistic). There actually aren't that many games which support PhysX, so it's really something you can live without, although it doesn't hurt to have it.

As far as I am concerned, Physx never makes or breaks a Radeon card.

To me, Physx has never been the deciding factor. If a green card and a red card are identical in every single aspect except Physx capability, then the Physx-capable green card will surely win. But this hypothetical situation never happens. Other factors (eg price, rendering performance, drivers, temperature, acoustic...etc) are always not identical between 2 competing red and green cards and these factors always make the decision.

No its not a big deal because not many game use Nvidia Physx but if you do turn it on, it will bring your radeon card to a halt

If you play Mafia 2 it is. Otherwise there's very little difference in graphics fidelidy.
