Medium spec PC running very, very badly?

Here are my current specs -

Q6600 Quad Core
GTS 250
3gb of DDR2 ram
Windows 7

Basically my computer is running bad. Like in Farcry 2 I get something like 40 fps in very small areas with nothing happening but in action stuff (the part that matters) I can't get over 20 FPS. Also WoW on high or maxed out runs at like 20 fps.
I have tried a few things but for some reason with a medium rig I can't run most game at a decent FPS. Even Jamestown gets big FPS drops.
I've used CC cleaner, Driver Sweeper and Game Booster so nothing is running in the background.

Any help?

well im not really sure how wow is suppose to run on that but far cry2 sounds about right,the 250 isnt a very good card u cant expect much from it,and u only have 3 gb of ddr2 ram first of all 3gb isnt really much 4gb is the standard amount for todays builds and plus ddr2 is very slow compared to ddr3 so in other words buy a better graphics card maybe a gtx 260 or 460 if u can afford it and pick up a 4gb drr3 ram set

So why does Jamestown have a bad FPS? It happens with all games.

You have your GPU drivers up to date?

Try disabling PhysX in your Nvidia control panel too, that messes things up sometimes.

What games are you talking about?

As for FarCry 2 I think its normal on that Dual core + Gtx250. I have never played WoW, So I have NO clue at all.

Q6600 is a quad core.

If it were a dual core then yes, the bad performance would be expected.

like i said its expected from a low end gpu its not powerful,your cpu is fine overclock it to 3ghz,just buy a new graphics card and 4gb of ddr3 ram and u should be good to go

@OverTheBelow just fyi dual cores are powerful enough to run any game that is currently out except for some that do require a quad core which there isnt many at all.
