Judging bottlenecks is complex sometimes, in cycle hungry dual-core games I only have 2 2.8ghz cores to use for a game, so that's a bottleneck, but, I'm using the best GTX 560 Ti, I previously had a 9600GT and obviously the bottleneck in DC games was nowhere near as extreme.

So, in summation, with the 460 he will have a considerable BN in cycle hungry dual core games, but, he'll have serious issues with true quad core games like Crysis 2 and BF:BC2. And future games as well like Skyrim, assuming said person wants to play these.

Nope, I had one at 4ghz paired with a GTX570, the only game it 'bottlenecked' on was Metro 2033. He'll be fine and very happy. Also, tell him to overclock it! (except if he has stock cooler like I'm assuming)

No bottleneck here with a 560 Ti.

a gtx460 wont bottleneck an i3. I think that would make a well balanced system in all games except gta 4

Oh wow, he's beyond fine, his system is going to be overkill, even if you're talking about SC2, but, he'll likely play other games now with the new card as it's significantly more powerful.

I was going to say...he should be good with the 9800GT. esp for those games at 1080p

If you're talking about SC1 and he has no interest in playing anything else, the 460 is massive overkill, it's overkill to the extent that it simply doesn't make sense to buy it.

My 1GB 9600 GT which is 50% weaker than the 9800 was overkill for the source engine at 1080p, though there are many games using the source engine and some require significantly more powerful hardware than the original HL2. Though, I assume he's playing CS: Source, so that falls in the overkill category.
